In terms of the number of cores of each of these CPUs, the Core i5-9500T has significantly more cores than the Ryzen 3 PRO 4450U. Indeed, the Core i5-9500T has 6 cores compared to 4 cores found in the Ryzen 3 PRO 4450U. Despite this, the Ryzen 3 PRO 4450U has more threads than the Core i5-9500T.
