In terms of the number of cores of each of these CPUs, the Ryzen 7 1700 has significantly more cores than the Ryzen 3 4100. Both these chips have an identical TDP (Thermal Design Power). This measures the amount of heat they output and can be used to estimate power consumption. In terms of cache, the Ryzen 7 1700 has significantly more L2 cache when compared to the Ryzen 3 4100. The Ryzen 7 1700 also has significantly more L3 cache.
