GeForce GTX 1660 vs Radeon Vega 3 comparison
According to the hardwareDB Benchmark, the GeForce GTX 1660 GPU is faster than the Radeon Vega 3 in gaming.

The boost clock speed is the frequency that the GPU core can reach if the temperature is low enough. The allows for higher performance in certain scenarios.
In addition, the Radeon Vega 3 has a significantly lower TDP at 15 W when compared to the GeForce GTX 1660 at 120 W. Heat output doesn't match power consumption directly but, it's a good estimate.
