For gaming, the GeForce GTX 1660 graphics card is better than the GeForce GT 710 in our tests.
In addition, the GeForce GT 710 has a significantly lower TDP at 29 W when compared to the GeForce GTX 1660 at 120 W. Heat output doesn't match power consumption directly but, it's a good estimate.
