These CPUs have different clock speeds. Indeed, the Xeon E3-1231 v3 has a significantly higher clock speed compared to the Core i5-9600T. Despite this, the Core i5-9600T has a slightly higher turbo speed. A Core i5-9600T CPU outputs less heat than a Xeon E3-1231 v3 CPU because of its significantly lower TDP.
