Indeed, the Xeon Gold 6226R has 16 cores compared to 4 cores found in the Core i3-8100. It also has more threads than the Core i3-8100. These CPUs have different clock speeds. Indeed, the Core i3-8100 has a slightly higher clock speed compared to the Xeon Gold 6226R. Despite this, the Xeon Gold 6226R has a slightly higher turbo speed. A Core i3-8100 CPU outputs less heat than a Xeon Gold 6226R CPU because of its significantly lower TDP. This measures the amount of heat they output and can be used to estimate power consumption.
